Engineering Management

Work in the construction industry work involves a strong social conscience and requires social accountability. To maintain the highest engineering standards, we appointed a QC engineer to be responsible for each engineering project contracted with public and private institutions in accord with our strict quality management system. Our quality management system is laid out in close accordance with the architects’ building code requirements, standards for engineering procedures, special provisions, general standards, descriptions of engineering contract, various drawings, and in-company regulations for quality control.

Our primary aim in with this effort is to ensure for our customers the longest possible engineering longevity by utilizing the best QA team, management system and engineering, and by proper execution and modification of engineering procedures, materials inspection, autonomous examinations and documentation preservation & filing.

We are committed to completing engineering projects on time.Prior to the groundbreaking of any project, we map out a general engineering schedule as a base line for undertaking the project. After onsite operations begin, real progress is recorded on our Web site as input for our information system to compile statistics automatically and compare the initial schedule with the actual onsite progress. This data will serve as a reference for our construction site supervisor to arrange the next stage of construction.

To control our short-term engineering progress, we have the monthly schedule, the weekly schedule and the supervisor’s daily report to provide continuous updates for our in-house superintendents to control the onsite work progress and current construction conditions.

By adopting a reasonable execution of budget system and a computerized information management system, we have precise control of engineering subcontracting cost as well as construction site expenditures. By enhancing R&D and technological development capabilities, on one hand, and by appropriate control of construction cost and materials acquisition coss,t on the other, we remain competitive in securing contracts.

The various plans prepared prior to commencement of construction include:

a. Safety and hygiene management plan;

b. Construction site environmental protection plan;

c. Engineering noise prevention plan;

d. Engineering emergency response plan.

Furthermore, in keeping with our promise to look after employee health, we provide annual physical exams for all employees.Employees are also selected to attend off company safety and hygiene training on a regular basis. On average, 1.1 technician health certificates are awarded to our engineers. We aim for all onsite technicians to receive at least a B grade safety and hygiene technician certificate.

a. To promote state-of-the-art engineering techniques and quality, regular meetings are held with our contracting manufacturers to review items for improvement;

b. To solve various construction interface problems and obstacles, regular meetings are held with parallel contractors.

c. To communicate actively with our proprietors and propose suggestions for quality improvement and engineering schedule, with a view to establishing mutually beneficial relations.

Administration

1. All superintendents are required to report at weekly meetings to control current management conditions;
2. A monthly personnel appraisal meeting is held to review personnel for reward and punishment;
3. A quarterly administration meeting is held to discuss current industry situation and future direction;
4. A biweekly onsite superintendent meeting is held to assure onsite quality, cost, construction stage and safety & hygiene conditions;
5. An engineering completion meeting is held to review strengths and shortcomings for further upgrades in our future construction capability.

1. To implement ISO workflow performance management by implementing standardization, workflow and performance of various operations;
2. To post announcements regarding all standards and regulations on our Web site, so such information is accessible to our employees;
3. To amend and update company regulations from time to time in order to stay in compliance with relevant national laws and regulations.

1. To computerize communications, shorten communication distance, and enhance communication efficiency by promoting a network platform;
2. To realize no pile-up and zero omission of documents through network control of internal communication and document transmission;
3. To increase efficiency by providing data-sharing between departments via a database mainframe.

As a listed company ratified by the over-the-counter stock market, all company financial operations are under strict control.

R & D Innovation

To develop our core business, we started to set up a corporate network and peripheral hardware equipment for our original information room in 1998. To upgrade efficiency and maintain the continual normal operations of an open operational environment, a mainframe room was constructed at our new headquarters in 2006, which has effectively strengthened the long-term operation capability and loading capacity of the information center, and at the same time, allows continual command of crucial task information system, including improvement of various data flow procedures by employing IT technology.

Facing the rapid developments in Informationization, digitization and globalization in the new century, we are planning the following future projects:
(i) The overall information system is scheduled to be reconstructed on the following bases: corporate resource planning system, management of customer relations, corporate intelligence, knowledge management, managed electronic menu workflow, integrated corporate applications, management reforms and infrastructure of information communication.
(ii) The overall operation system will include integrated operation workflow, shortening the period taken for account settlement and promotion of production performance by utilizing expert IT technology;
(iii) Service: deepening customer relations, providing refined service, integrating and enlarging industry value chain;
(iv) Corporate intelligence: consolidating intelligence capital by utilizing knowledge management, promoting decision-making system to encourage use of IT applications;
(v) IT communication: integrating Web site service, strengthening infrastructure, integrating environment communication services;
(vi) Management: strengthening information organization, promoting management performance, constructing the overall workflow on integrated IT resource platform of an open environment, integrating in a synchronized manner the internal IT resource, workflow and basic framework to render full support for market competitiveness.

To cope with the development of the worldwide web and the emergence of the knowledge economy era, a new R & D plan electronic menu and workflow management system is under planning to search for advantages, consolidate market position, and maintain continual growth. Aimed at providing optimal information service, the new R & D plan involves building up a construction information platform, developing a high-end control and software application system and sound service and management systems.
